Taxing Health Risks


With support from the SITT project, Health Justice, in partnership with the University of the Philippines College of Law, published a policy paper that outlined a clear and specific policy direction towards a reform on the current tobacco tax system, which if addressed, can eventually decrease the country's fiscal deficit and protect the health of the nation. The policy paper provides critical information needed to align various advocates' ideas on what the tobacco tax reform should look like. It also contains the evidence to justify the need to allocate more resources for health through health promotion.

Developing Legislation for Tobacco Control

Template for tobacco control legislation that will best advance public health goals, given the evidence of the measures known to be most effective in reducing tobacco use. The publication consists of two major parts. The basic component is the presentation of template legislative language. The second component is an annotation of the provisions of the template that explains the evidentiary and legislative background for each provision and, where the provision is drawn from actual legislation passed by one or more countries, the source of the provision.

Measuring Employment in the Tobacco Industry: The Case of the Philippines


This research focuses on estimating the employment generated by the Philippine tobacco industry. It looks into whether the contribution of the industry to employment is significant or not. Specifically, the study: (a.) determines the structure of the tobacco industry in the Philippines, particularly in terms of production, trade/buying, manufacturing, marketing and the public sector; (b) measure employment in the Philippine tobacco industry following the structure determined in the objective; (c) analyze the contribution of the Philippine tobacco industry to the total employment of the country, based on the findings in objectives (a) and (b); and, (d) compare the findings in (b) to available measures of tobacco employment in the country.

Marketing to America's youth: evidence from corporate documents

The tobacco industry's internal documents reveal an undeniable interest in marketing cigarettes to underage smokers. The industry's marketing approaches run counter to and predicate methods for tobacco prevention:

  1. keep the price of the product high;
  2. keep product placements and advertising away from schools and other areas with a high volume of youth traffic;
  3. make cigarette advertising (that is, themes and visual images) unappealing to youth;
  4. make product packaging unappealing to youth; and
  5. design the product so it is not easy to inhale.
