In 2003, the World Health Assembly adopted the World Health Organization (WHO) Framework Convention on Tobacco Control (FCTC), including the Philippines. Today, at least 174 countries have become parties to the treaty. Interestingly, the WHO FCTC is the first ever public health treaty – and what was it made for? To address the alarming rise of the tobacco epidemic! The damage has gotten so bad that it needed the intervention of a treaty.
Fast forward to today, the measures required by the said international agreement have yet to be fully implemented largely due to tobacco industry interference.
